 West Chester is the largest township in the state of Ohio by population and yet continues to operate a lean, fiscally responsible government framework to benefit residents and businesses alike.

The Township form of government is one of the simplest with three elected Trustees and one elected Fiscal Officer. Ohio townships are responsible for maintaining roads, providing for public safety and maintaining a cemetery.

And yet West Chester residents enjoy far greater amenities as a result of successful economic development, a commitment to sustain property values and fiscal restraint. Resources are directed to those attributes that have defined West Chester as a place "where families grow and businesses prosper."

West Chester is situated in the southeast corner of Butler County, occupying 35 square miles. West Chester's population has increased from 23,553 in 1980 to more than 60,000 today.

Judith C. Boyko, ICMA-CM 

Mrs. Judith C. Boyko (Judi) has been West Chester Township Administrator since 2005.  Prior, she served West Chester as Assistant Township Administrator, Director of Planning and Zoning and Township Planner.

Mrs. Boyko earned a master's degree in Urban and Regional Planning from Virginia Commonwealth University in Richmond, Virginia, and a degree in mathematics from Mary Washington College in Fredericksburg, Virginia.

As chief administrative officer under the direction of the West Chester Township Board of Trustees, Mrs. Boyko leads a full-service local government organization of 230 full-time and 100 part-time employees who provide operational services for 62,000 residents and 3,000 businesses.  She manages a $76 million budget including operational, capital, and debt service, and collaborates with other entities to deliver quality services and amenities, reduce government costs, and continue discretionary services.

Under her leadership, West Chester has been recognized as one of the Best 100 Places to Live by Money Magazine in 2005, 2010, and 2012; and in 2014, West Chester appears as number 30 on that list.  In 2010 West Chester was named a National Civic League All-America City Finalist. 

Mrs. Boyko has served on the board of directors of several organizations including the West Chester/Liberty Chamber Alliance, Butler County United Way Ohio, Butler County Regional Transit Authority, Cincinnati Area Managers Association; and currently serves on Butler Tech Business Advisory Board, Mercy Fairfield Hospital Business Advisory Board, President's Advisory Council West Chester Hospital, West Chester/Liberty Community Foundation Board, and Butler County Transportation Improvement District Board.

In 2013, among other recognitions, Mrs. Boyko was the recipient of two prestigious local awards, Venue/Lead Magazine Women of Influence, and Woman of Professional Achievement from the Greater Hamilton YWCA.  In 2015, she earned credentialing from her profession's governing organization, the International City/County Managers Association (ICMA), and is representative of only 15% of its membership earning the credentialed manager honors.

Judi lives in West Chester Township with her husband David.  She is an avid runner, reader, and animal lover.
