Board of TrusteesWest Chester Township voters elect three members who serve on the Board of Trustees. They make decisions and set priorities with regards to West Chester Township. Trustees are elected to four-year terms. The elected Township Fiscal Officer is responsible for recording the proceedings of the Board of Trustees meetings and provides oversight of the fiscal matters of the Township.

George Lang, Vice President of the Board

Currently serving as Vice-President of the Board of Trustees, George Lang was first elected in November, 2003 and is now in his second term.

Catherine Stoker, Trustee

After taking office, Mrs. Stoker quickly became known for her resistance to unnecessary taxes by effectively opposing an increase in sales tax in 2002 and stopping an allegedly illegal $20 license plate tax in 1995, both with the help of fellow citizens and local attorneys.  Her efforts have helped save West Chester and Butler County tax payers more than $90 million so far.  

Mrs. Stoker took a leadership role in improving West Chester's environment by her volunteer work with a local environmental organization, CLEAN. Mrs. Stoker and CLEAN worked to successfully stop an illegally operated medical waste incinerator, to stop a hazardous waste incinerator across from Union Elementary School, and to force legally required improvements in the overloaded local water and sewer districts, making the community safer and healthier.

Mrs. Stoker has helped to encourage unprecedented growth in new business development in West Chester. In addition to the commercial growth are a new, full-service hospital and a larger library. This vigorous commercial growth is helping to subsidize the cost of providing essential services like police, fire, emergency medical, roads, and schools which are so important to our vibrant community. When Mrs. Stoker took office, commercial property taxes paid for only 25% of the cost of providing fire, police, and other essential township services. Now, commercial property owners pay for about 55% of the cost of these vital services.

During her sixteen years as a township trustee, park acreage in West Chester has increased from about 170 acres to more than 800 acres. 

When not attending to her duties as a trustee, Mrs. Stoker administers her computer services company, Brite Belt Technologies, and enjoys volunteering and fund raising for a number of local charitable organizations like Partners in Prime and the West Chester-Liberty Community Foundation Heroes Fund benefiting our local combat veterans and their families.

Mrs. Stoker is a long-time volunteer for and past-president of Partners in Prime, the largest not-for-profit supplier of senior services in southern Butler County.

For many years, Mrs. Stoker has been the regular Wednesday morning volunteer dispatcher for West Chester's free Senior Van Service. Mrs. Stoker also enjoys helping our local VFW Auxiliary, and the local Masonic Lodge and Eastern Star chapter.

Mrs. Stoker serves on the Executive Committee of OKI (the Ohio Kentucky Indiana Regional Council of Governments) which helps distribute about $40 million each year in our multi-state region.

Mrs. Stoker and her husband Mike have been business owners in West Chester for more than twenty years.  Their son, David, is a graduate of The Ohio State University in 2000. David earned his PhD in Physics at the University of Texas at Austin, where he met his wife Irina Churina, also a physicist.  Currently, David Stoker and Irina live in California where David works as a Physicist for Stanford Research Institute.

Lee Wong, President of the Board

Lee Wong was elected to the Board of Trustees in November, 2005.  He has a Masters of Science degree in criminal justice from the University of Cincinnati and is now retired from the United States Army after 20 years of service.

Mr. Wong's priorities as trustee include: First, public safety, security, roads and walking/biking trails. He wants to attract businesses to the area and have residents enjoy a greater quality of life.  Mr. Wong places significant value on creating a local government that embraces all residents and corporate citizens, and in providing services that allow our citizens to prosper and opportunities to enhance and enjoy their lives.

Mr. Wong believes West Chester is a great place to live because of the diversity of its population, making this a vibrant and exciting place to live and work.

Patricia Williams, Fiscal OfficerUnion Township/West Chester finances have changed considerably since 1976 and Patricia Williams has seen us through them all. Mrs. Williams was the first woman elected to this position (originally clerk/treasurer) and is now serving her ninth four-year term.Mrs. Williams worked for many years in business in a variety of administrative positions. In 1975, having been office manager and accountant for Boylan Co. in Reading, Ohio, for 20 years, the company was closed due to the death of the owner. At this time, Mrs. Williams learned that the Union Township Clerk position was up for election and after checking into the duties of the office, decided to run for election. She was elected in November of 1975 and took office January 1, 1976.The Township Clerk had previously worked from home, but after a few weeks on the job Mrs. Williams requested permission from the Trustees to set up her office in Township Hall which was located in Pisgah at the time. The move was approved and thus was opened the first public Union Township Administrative Office. The present Township Hall is the eighth location for Mrs. Williams' office during her tenure.As the Township has grown, so has the office of the Fiscal Officer. In addition to the elected Fiscal Officer, there are now four full-time Township employees in the finance department: a Finance Director and three clerical personnel.Townships in Ohio are governed by statute set down in the Ohio Revised Code (ORC). The duties of the office consist of chief payroll officer, fiscal officer and records clerk, writing minutes of township meetings and complying with state requirements as described in the ORC. At election time, the Fiscal Officer is also responsible for seeing that ballots, voting machines, etc. are delivered to the Township's precincts.In 1985 a Township Administrator was hired. This relieved Mrs. Williams of many of the administrative duties.Mrs. Williams' spare time over the years has been spent in community theater and as a pianist for Faith Community United Methodist Church and FHL singers from that church. The group spent 20 years travelling the region and performing concerts. Spare time now is spent reading and keeping up with government.Mrs. Williams and her husband Bill have been Township residents for 40 years and, at one time, owned two Township businesses. They have two sons who are graduates of Lakota High School.Mrs. Williams says after working with 14 different trustees through the years, she doesn't always agree with decisions that are made but she believes the people elected to local offices care a lot and try to do the best they can for the community.You may contact Mrs. Williams at 759-7220 or by email, pwilliam@westchesteroh.org.
