Union Township/West Chester finances have changed considerably since 1976 and Clerk/Treas./Fiscal Officer Patricia Williams has seen us through them all. Patricia was the first woman elected to this position and is now serving her ninth four-year term.

She had worked in business for many years in many different administrative positions. In 1975, having been office manager and accountant for Boylan Co. in Reading, Oh.(a manufacturer's rep. in the cutting tool industry) for twenty years, the company was closed due to the death of the owner. At this time, she learned that the Union Township Clerk was up for election and after checking into the duties for that office, decided she would run for election. She was elected in November of 1975 and took office January 1st, 1976. (She did have competition in this election and two other elections through the years.)

The work as Township Clerk had previously been done from the Clerk's home; however, after a few weeks into the new position, Pat decided to request permission from the Trustees to set up her office in the Township Hall in Pisgah. This was approved and thus was opened the first public Union Township Administrative office. The present Administration building is the eighth location for her office.

After a few months, a part-time person was hired as an assistant. As the Township has grown, so has the office of the Clerk. In addition to the elected Clerk, there are four full-time Township employees: a Finance Director and three clerical personnel.

Townships in Ohio are governed by a statute and set down in the Ohio Revised Code (ORC). The duties consist of Chief Payroll Officer, Fiscal Officer, and Records Clerk, writing minutes of Township meetings, and complying with State Requirements as described in the ORC. At election time, the Fiscal Officer is also responsible for seeing that ballots, voting machines, etc. are delivered to the Township's 49 precints. (There were nine in 1976.)

In 1985 a Township Administrator was hired. This relieved Pat of many of the administrative duties. In 1986 the Administrative Building was opened and meant a new office and with the growth of the Township many other changes.

Her "spare" time through the years has been spent in community theater and as pianist at Faith Community United Methodist Church and as pianist for the FHL singers from that church. They spent twenty years traveling the Tri-State area doing Christian concerts. Spare time now is usually spent reading and trying to keep up with government.

Patricia and her husband Bill have been Township residents for 40 years and at one time owned two businesses in the Township. They have two sons who are graduates of Lakota High School.

Patricia says after working with fourteen different trustees through the years, she doesn't always agree with decisions that are made but believes the people elected to local offices care a lot and try to do the best they can for the Township.
