Strategic Plan identifies short-term goals

The Board of Trustees in December approved a two-year Strategic Plan to guide West Chester Township operations and set priorities and initiatives in order to remain competitive, sustainable and marketable.

The Strategic Plan was developed with input from elected officials and all Township department leadership with the support and guidance of P&G’s The Gym.

Facilitators from P&G’s West Chester training center (pictured below) helped guide Township leadership – elected officials and staff - in identifying more than 100 ideas for how to maintain West Chester’s prosperity in the future and aspire to reach higher. These ideas generally fell into six priority areas: Quality of Life, Organizational High Performance, Citizen Engagement, Physical Infrastructure, Economic Development and Partnering.  On two follow-up days, staff used data from the first day, together with their knowledge of the Township and expertise in their fields, and developed initiatives to address each of the priority areas.

2019-2020 Strategic Plan (cover art)“There have been significant transitions in West Chester’s organization and this Strategic Plan will help guide and influence how staff serves its residents and businesses over the next two years,” said Larry D. Burks, Township Administrator. “Perhaps the most significant initiative for long-term success will be the engagement of community stakeholders to gather input.”

The Strategic Plan recommends several opportunities to gain input from stakeholders including Town Hall meetings, a citizen survey and the re-engagement of a Vision Committee. The Strategic Plan places significant priority on learning about the desires and interests of those who live and operate businesses in the community.

Stakeholders are encouraged to watch for new opportunities to engage with elected officials and Township leaders through a variety of platforms in the coming years.

Also highlighted are initiatives that promote a capable and engaged workforce to ensure taxpayers get the greatest possible return on their investment in talent.

“In my brief time with West Chester Township, I have found the staff to be competent and committed to continuous improvement and efficiency,” Mr. Burks said. “The Strategic Plan will provide better means for measuring success and identifying new areas for improvement.”

The goals and initiatives included in the 2019 – 2020 Strategic Plan address issues that go beyond the basic, core services of the Township. Public safety and maintaining infrastructure are the most basic functions of government and will always be the priority.

The focus of this short-term plan is the less-tangible attributes that make West Chester a premier community and one of the best places to live in America.

Many of the initiatives outlined in the Strategic Plan will require further consideration by the Board of Trustees over the next two years.

West Chester’s Strategic Plan was discussed at two public work sessions (Oct. 9 and Oct. 23) before approval by the Board of Trustees on Dec. 11.
