Zoning Certificate

When beginning any type of construction or use change - whether at home or in a business - always consider zoning certificate requirements. 

Article 11, Section 11.05.E.1 of the West Chester Zoning Resolution requires a zoning certificate prior to beginning most construction projects and property use changes.

Plan review and issuance of a zoning certificate helps insure the project conforms to all applicable zoning codes and the work is done correctly. There is no fee for most residential projects. 

Please contact Community Development if unsure whether project or change requires a permit.  A property advisor can easily answer most preliminary questions.  The following is a partial list of common projects and situations for which a zoning certificate is necessary:

• New construction
• Building addition
• Remodeling
• Above-ground and in-ground swimming pool
• Attached or detached garage
• Shed or storage building
• Fence
• Deck
• New sign or sign change
• Change in use
• Home occupation

Final Inspection Certificate

Once construction is complete, Article 11, Section 11.05.E.5 of the West Chester Zoning Resolution requires a final inspection certificate be obtained before beginning use or occupancy.  A property advisor conducts a final inspection to determine the project was completed according to plan (or use conforms to representation). 

After inspection and verification of compliance with the Zoning Resolution, a final inspection certificate will be issued.  If conditions are not met, however, a final zoning certificate cannot be issued and in such cases, a denial notice will be issued stating the results of the inspection and the requirements necessary to obtain a final certificate.

When ready, applicants may call Community Development at (513) 777-4214 to schedule a final inspection by providing the zoning certificate application number, address, and parcel number for the property to be inspected.

The West Chester Fire Department accepts Commercial Plan Review Applications (new / alterations) online. Types of plan review applications include:

• Fire Sprinkler Systems
• Clean Agent Fire Protection Systems
• Kitchen Hood Suppression Systems
• Underground Fire Protection
• Fire Alarm / Detection Systems
• All other systems directly related to fire protection
