Revised Moratorium Aimed at Supporting Ongoing Business Investment
West Chester Township has adopted a revised temporary development moratorium within portions of the Cincinnati-Dayton Road and State Route 747 corridor to allow time for a comprehensive corridor planning study while ensuring existing businesses can continue to invest in and improve their properties.
The updated moratorium applies to new buildings and building additions or expansions greater than 60 percent of an existing principal structure within the designated corridor. It does not apply to zoning applications submitted prior to the effective date of the resolution, approved zoning certificates, or most improvements to existing buildings. Permitted activities include tenant finishes and fit-outs, signage, fencing, temporary tents, cell tower alterations, and building additions of up to 60 percent when directly connected to the principal structure and compliant with zoning standards.
The moratorium was adopted on Dec. 2, 2025, and will remain in effect through Oct. 16, 2026. Beckett Park West parcels are excluded from the moratorium.
The temporary moratorium is intended to allow West Chester Township, in coordination with relevant agencies, to conduct a comprehensive planning study of the Cincinnati-Dayton 747 Corridor. The study will evaluate land use, traffic circulation, infrastructure capacity, environmental considerations, and future development impacts to inform future planning and development decisions.
Following adoption of the initial moratorium, West Chester Township conducted outreach with more than 100 business owners and property stakeholders located within the study area. Feedback received during that process identified concerns related to project timing, reinvestment, and ongoing business operations. Based on that input, the township amended the moratorium to permit renovations, tenant improvements, and limited building expansions for existing structures while maintaining a pause on new buildings on undeveloped parcels.
The Cincinnati-Dayton 747 Corridor is a major commercial area within the township and includes a substantial portion of the township’s remaining developable land. The corridor study is intended to provide a planning framework that considers long-term infrastructure capacity and future land use.
To review permitted and restricted activities in detail, view Resolution 34-2025, Commercial Development Moratorium.
Additional information about the corridor study will be shared as the planning process begins.
